KPIs (key performance indicators) and Behaviour

What are your thoughts and experiences of manufacturing KPIs for driving desired behaviour?

In my personal experience, I have seen KPIs constantly drive the wrong behaviour considering there purpose. Regularly, I find that people find ways to circumvent the intended strategic goal of the measures and instead focus on satisfying the metric though developing shortcuts, cheats or easy tricks.

I am very interested I know if in you’re own experience, have you seen the implementation of KPI successfully and over the long term?
