How are textures on injection moulded parts applied?

For instance on a dashboard cover for a car, there’s always a fine texture or pattern on the surface. Is this applied at the CAD stage or is it a post-CAD process?

If applied in CAD, how? I imagine there is some sort of image/pattern recognition that is able to apply a profiled texture to a surface rather than manually drawing on the pattern and manipulating the surface.

But then I thought it would be a lot of cnc work for the toolmaker to machine this texture inside the mould and it could be some kind of manufacturing process like an in mould spray or flexible sheet or something I haven’t imagined.
